Shorten flood control?

It seems like when creating a new topic we need to wait a long time after we make an original new topic.
Is there a way to get rid of the flood control or atleast make it shorter say only for 60 seconds?

The minimum time between discussions is set to 60 sec now.
Thank you for doing that. Its always good to have some flood control on.
